Controlling the threat of conflict from sea space management

News

The potential for conflict in the use of space and marine resources is a threat that could arise at any time. This is a challenge for marine management in Indonesia which has the potential to continue to increase over time.

So that these challenges can be controlled and managed well, So it is necessary to manage and use the sea wisely by everyone. The goal, so that all the benefits of the sea can continue to be felt by future generations.

Secretary of the Directorate General of Marine and Marine Space Management of the Ministry of Maritime Affairs and Fisheries, Kusdiantoro, recently said that wise marine management can be carried out in various ways.. One of them, is the use of data technology.

The use of this technology is part of changing the collection of data from manual to digital. This update was carried out to facilitate and control marine utilization better and faster.

Selain digitalisasi, Wise marine management is also carried out by controlling permits for each use of marine space. He believes this method will be the most important factor in managing and utilizing the sea.

On the contrary, he believes that the challenges of marine management are increasing, then the potential for new conflicts will increase as well. Jika itu sampai terjadi, So the threat to marine health can no longer be avoided.

Ada pun, efforts made by Indonesia to prevent the emergence of conflicts in marine management, is by allocating conservation areas, utilization of marine resources, and environmental services in marine space in a sustainable manner.

The principle of sustainability becomes a barometer, because the Government is currently focused on continuously saving marine ecology and that makes such activities a very important priority. Therefore, minimum allocation rules 30 percent is an absolute requirement in marine management.

These regulations apply to conservation and preservation areas for important ecosystems in the sea. So, The government is also focused on controlling permits for every resource and environmental services utilization activity in the marine space.

"This basic permit has a strong legal status. Without having permission to use marine space, then all business activity permits cannot be processed,” he said.

Considering the importance of wise marine management, The government is preparing marine spatial planning by integrating the use of marine data (ocean big data) and balance of marine resources (ocean account).

Kusdiantoro said, Marine resource balance sheets are an important tool for policymakers when it comes to measuring, manage, and increase marine resources more effectively.

The marine resource balance sheet itself is a data management program that explains marine resource assets as well as interactions and changes over time in an area. When carrying out marine resource balance sheets, There are seven data components that must be collected by the relevant parties.

The seven are ecosystem assets, flow to the economy, flow into the environment, maritime economy, governance, combination presentation, and the wealth of the sea. At the moment, The marine resource balance program is still limited in its application in Indonesian marine waters.

Determining the balance of marine resources involves the KKP, Ministry of National Development Planning/BAPPENAS, Ministry of Finance, Central Bureau of Statistics, and the Geospatial Information Agency. The Gili Matra Conservation Area in West Nusa Tenggara is a pilot funded by the Global Ocean Accounts Partnership (GOAP).

Outline, he revealed that the Government had prepared four strategies to develop marine space management (marine spatial planning/MSP). In between, is implementing digitalization from planning to control.

So, support better marine health management; supports the implementation of the blue economy; and reducing conflicts over the use of marine space through transparency and community participation.

However, so that all strategies can be executed well, required work equal to many parties, including other countries. The form of work equal, it could be training, workshop, as well as knowledge sharing activities.

Everything aims to increase knowledge and capacity of human resources (SDM), cooperation in preparing marine space management, and cross-border cooperation in marine space management.
